David Christian, RPh, 340B ACE
David Christian serves as the Pharmacy Director for Central Virginia Health Services, Inc. (CVHS), Virginia’s first and largest federally qualified health center (FQHC), which operates more than 20 clinics and serves over 48,000 patients across the state. In this role, he oversees a comprehensive pharmacy program that includes four in-house pharmacies, more than 140 contract pharmacies, integrated pharmacy services, 340B compliance, referral capture, case study management, pharmacy and therapeutics committee leadership, and pharmacy training programs. CVHS pharmacies currently maintain URAC and ACHC accreditation for Specialty and Mail Order Pharmacy services, reflecting a strong commitment to quality and excellence.
David is also the Founder and CEO of In-House Pharmacy Partners (IHPP), where he provides strategic guidance and operational support to 340B covered entities. Through IHPP, he helps organizations strengthen compliance, improve performance, and maximize the value of their 340B programs.
At CVHS, David has led initiatives that expand the role of pharmacy beyond traditional dispensing, integrating pharmacists into multidisciplinary care teams across medical, dental, behavioral health, and nutrition services. Under his leadership, clinical pharmacists actively manage chronic conditions and complex care needs, including diabetes, HIV prevention and treatment (PrEP), Hepatitis C, and Medicare Annual Wellness Visits.
David is a recognized advocate for FQHCs and the 340B program at both the state and federal levels, particularly in advancing Medicaid reimbursement and pharmacist provider status. He regularly speaks at industry conferences and professional forums on behalf of the 340B Drug Pricing Program, sharing best practices and insights on compliance, program optimization, and patient impact.
In addition, David serves as faculty for Apexus 340B University and as Chair of the Apexus FQHC Advisory Council. His professional focus centers on quality improvement, expanding clinical pharmacy services, and improving patient outcomes through innovative pharmacy care models.
